Typhoon-Related Flight Cancellations and High-Speed Rail Suspensions: A Guide to Free Refunds and Rebooking, Plus Common Pitfalls in Flight Delay Insurance Claims
Key SummaryWhen typhoons cause widespread flight cancellations or high-speed rail suspensions, are airline tickets and train tickets refunded without handling fees? Will airlines provide free meals and accommodation? Why might your flight delay insurance fail to pay out a claim?
Flights and Train Tickets: Full Refunds Without Fees During Typhoon-Related Suspensions
When a typhoon causes flights to be canceled or delayed, or railway authorities announce the suspension of service on certain sections, this is considered a force majeure event (not attributable to the passenger):
- High-speed rail, EMU, and conventional trains (12306):
- As long as a train has been officially announced as suspended, passengers may process a refund directly through the Railway 12306 app within 30 days of the travel date on the ticket (inclusive). No refund handling fee will be charged, and the full ticket payment will be refunded to the original payment method.
- Do not refund your ticket prematurely before railway authorities have issued a suspension announcement, as the system will treat it as an ordinary voluntary refund and deduct a handling fee of 5%–20%. It is advisable to wait until railway authorities publish the official list of suspended services, ideally within 24 hours before the typhoon makes landfall, before requesting a refund.
- Civil aviation tickets:
- Once an airline issues a special ticket-disposal or waiver policy for typhoon-affected passengers, or a flight's status changes to "canceled" or "delayed," passengers may apply for an involuntary refund or one free rebooking within the prescribed period, with a refund fee of CNY 0.
Will Airlines Provide Meals and Accommodation When Flights Are Canceled Due to a Typhoon?
Under the CAAC's Regulations on Normal Flight Operations: if a flight is delayed or canceled at its departure point due to weather, emergencies, air traffic control, or other causes beyond the carrier's control, the airline should assist passengers in arranging meals and accommodation, but passengers must bear the costs themselves. Only when a flight is delayed or canceled at a transfer point, or after takeoff it diverts elsewhere, must the airline provide free meals and accommodation regardless of the cause.
Three Common Pitfalls in Flight Delay Insurance Claims
- Pitfall 1: Departure delay or arrival delay? Prefer a policy that pays based on arrival-time delays, such as coverage for delays of two or three hours or more. Some low-cost delay insurance policies require that the passenger "must actually take the flight and arrive"; if the flight is canceled outright, the payout may be only a few dozen yuan or may be denied.
- Pitfall 2: Does a claim still apply if the original flight is canceled after rebooking? Before filing a claim, be sure to capture the electronically stamped original of the Flight Delay/Cancellation Certificate in the Hangbanzong app or the airline's app.
- Pitfall 3: How far in advance must the policy be purchased for coverage to take effect? Most delay insurance policies require purchase at least 24 hours before the scheduled departure time, or even at the time of ticket issuance. Policies bought only after a typhoon warning is issued are often excluded from coverage.
