预警信号是气象部门发给公众的天气警报, 应急响应是政府启动的防御行动The class. Level IV到level I逐级加码, Ⅰ级为最高.

Two systems, each one.

When Typhoon comes you will hear two levels at the same time, which are not the same thing:

Typhoon early warning signals (meteorological department → public)

Blue, yellow, orange, red, depending on the size of the wind force and the impact of Time release, directly attached to the stop class (see typhoon early warning signal specialty).
